I think he likes you and is embarrassed about it. Perhaps he's not purposefully avoiding you as much as you think, you are simply hyper aware of him and since it doesn't sound like he hangs out with you every second of the day (or at least as often as you like) it comes to your mind that he is avoiding spending time with you. Whereas in his mind it could be different. So i suppose it's just your perception. The whole eye contact avoidance is a sign of embarrassment. No biggie. And if he avoids you for real it's cause he's so nervous he can't think of anything to say around you. Guys lose their tongue a lot when they like a girl. Anyway, if he likes you and you don't like him back then he probably knows it, and thus the source of embarrassment. idk if this works for you, hope this helps.
