What is this movie that is based on a futuristic world?

In the movie, when you are born they can determine almost your whole life ahead of you and almost predict when you will die and to what. The main character wants to be some sort of astronaut but since he wasn't born in the top like 98th percentile of humans he won't make it. So he finds someone who does fall into that group and uses his finger prints and blood to fool the system! I hope this information helps.
