Can you use bait fish for cat food?

I finally converted our cat from kibble to ground herring (I offered her ground up mouse, rabbit, chicken and beef and duck hearts, but she only likes the herring). I won't used canned food. Paying for shipping on frozen herring will be a bummer. Are baitfish similar to herring? I think I'll buy a couple and see if she likes them.
